Where the heck does the power steering fluid go on a 2008 citroen C2?

There's an occasional problem with the steering. Sometimes when you start the car, it'll be really stiff, but if you "pump" the steering wheel a bit, it'll be fine. I'm told (by people who usually know this sort of thing) this is a problem with the power steering fluid.

Also, there is no power steering belt on this thing, apparently because it's an electric pump rather than hydraulic (at least, I think that's what I was told)

So now I've got the fluid, where does it go? Best I've heard so far was "probably somewhere behind the dashboard" but I've looked all around and under and I can't find anywhere to put any kind of fluid that isn't accounted for (oil, brakes, coolant, washer)

I also bought the hayes manual and the only thing it says about the power steering is how to replace the computer, no pump, no fluid, nothing about the rack.

Now I'm wondering if I've gotten totally confused and this thing doesn't use fluid. If so, what could the issue be?

There is no power steering fluid on a C2. It's entirely electrically operated.

Causes for poor performance are mostly a weak car battery. If it's older than 5 years then it's probably near end of life and isn't providing enough power to the Power Steering ECU.

So I'd have the battery tested first.
