I have searched for this problem, nothing posted really helping..
C4 1.6dci 2014. Heater blower inoperative.
I have stripped out glove box, nothing obviously wrong - fan is behind central console (not behind glove box). Cabling and plugs look ok.
No mention in manual of which fuse covers the blower, google searches give loads of different fuse boxes, none of which identify the fuse.
AC light, recirc lights both coming on.
So fuse identity would be helpful, together with a wiring diagram if anyone has one?

Sounds like it's your heater blower control module. These are common failures, and either leave the blower motor working on full speed only or not at all.

I suspect the following is unlikely to be your problem but I thought it might be worth mentioning.
On my C8 the blower motor was becoming intermittent then stopped completely. Extracting the motor on a C8 is a bit of a faff - it is on the left hand side but to remove everything there you need to remove the centre console and to remove the centre console it helps to remove almost everything on the right hand side !!
Anyway, with motor finally extracted I found out the problem was simply worn out brushes. They were an unusual size so I got some manufactured and, after fitting, all was well. Amazingly, after one brush had completely worn away it carried on with the current passing through the spring that normally presses the brush against the armature !
To be fair, my car has covered nearly 180,000 miles - can’t complain about brushes wearing out after that time

Further checks today, I have 12V at control module, and 12V at fan, although this was tested unplugged.
How do I remove control module (no screws apparent) and how do I remove fan? I have removed 3 screws from fan, still seems solid.

The blower motor control module is separate - you don't need to touch the fan.
Disconnect the connector (as "b").
Unlock the blower control module (3) (as "a").
Slide the blower control module (3) (At "d").
Pivot the blower control module (3) (At "c").
Remove the blower control module (3).
Disconnect the connector (as "b").
Unlock the blower control module (3) (as "a").
Slide the blower control module (3) (At "d").
Pivot the blower control module (3) (At "c").
Remove the blower control module (3).

Thank you - I wanted to remove fan to check - but having linked over the control module contacts, fan comes on full speed, so definitely module
