Can you program any pug key to operate the central locking?

No - once it is programmed you can't pair it to another vehicle. Perhaps you can provide some more detail as your question is a bit vague. The functions of the fob are only supported if the car supports those functions - and again as long as the fob is programmed to the specific vehicle.

I've got a spare key that doesn't have the insides for the central locking buttons. I've had the immobiliser deleted so just want the spare key to work the central locking

Not sure if this will work as you have had the immobiliser deleted, The central locking remote is programmed together with the transponder, you cant just program a remote on its own.
