Congestion Charging and ULEZ in London

With the new expanded ULEZ zone around London to come into full operation on 25th October I wondered how much money they expected to raise as I will not be taking my Cars into the zones at all from now on!! A full copy (229 pages) of TFL's Annual report published in July this year can be found here. In the meantime I extracted this summary of gross income merely to see what proportion of the income is down to congestion charging etc. I have my own thoughts about this but I think it is better to let those who are interested draw their own conclusions before I have my say!! :-D

Tells you all you need to know - I'm sure a certain individual is already dreaming up some other whacko scheme to replace the income lost no doubt. :roll:

Haven't been to London for ages, and no intention to do so and driving in Cities is a nightmare well avoided whether that be Manchester, Edinburgh, Leeds, or indeed the my own fair city of Newcastle-upon-Tyne which I venture into on very rare ocassions in the car.

I shed no tears for the elimination of pollution from cities. Most of it in Newcastle in my experience was caused by Arriva buses!

SWMBO has relatives who are resident within the new zone. I cannot find any information about possible resident's exemptions from this new charge. If anyone has anything definite about it please post it up!! :)

It would appear that there isn't one in the expanded zone, and the one for the central zone has now ended:

But it only applies to Euro IV petrol cars, so anything since about 2002 / 3 will be OK; Diesel is Euro VI, so 2015 onwards.

Thanks for that Richard. It looks like they are going to be hit quite badly as the family run 3 vehicles all over 20 years old. The father refuses to run "modern cars with computer thingys in them" so it would appear he'll have to find £37.50 a day or change his ideas!! It would probably be cheaper for him to cash in on the property value of his place in St Johns Wood and move outside the zone!! :-D

Historic vehicle are exempt, so anything over 40 years old, so he just needs to buy some older ones :lol: 8-)

OOps, I read 1982 as over 40 years ago! Still only another few months and its day will come :-D

I'll not bother editing it out and leave it as evidence of human fallibility :-D

I presume the eligibility criteria for the ULEZ Historic Vehicles, is the same as for Vehicles to be classified for Tax purposes as Historic Vehicles which currrently enjoy a zero VED rate.

That is assessed on date of manufacture, and not registration date, and rolls forward in April each Year.

So from
April 2019 All cars manufactured before 1st January 1979 would be eligible for Historic Vehicle Status (mainly T)
April 2020 All cars manufactured before 1st January 1980 would be eligible for Historic Vehicle Status (mainly V)
April 2021 All cars manufactured before 1st January 1981 would be eligible for Historic Vehicle Status (mainly W)
April 2022 All cars manufactured before 1st January 1982 would be eligible for Historic Vehicle Status (mainly X)


Just for fun, from April 2022, this list from Glenmarch of 1981 cars (ie 40 year old cars which would qualify for a ULEZ exemption from April 2022) sold for under £10K at Auction over a number of years held on their database.

In 1981, my transport would be a mixture of a Mini and a Triumph GT6.

Pick one out of the GlenMarch list (500 to choose from) as a ULEZ exempt historic from April 2022, new in 1981.
First up on the selection list before I sorted it by make was a Triumph TR7. Big year for the TR7...Its demise and withdrawal from production and the closure of Speke near Liverpool, leaving Triumph as a brand with only the Acclaim :-D (81 was also the last chance for a Maxi or a Princess! but the first chance for an early Metro)

This is my choice from the ones on offer
I had a 1.6 version in the mid 80s and always wished for the 2.0. Other than the engine this is pretty much identical to mine!!

Now you mention it that does ring a bell! :shock: Did he freeze it at a certain year, maybe 40 years before his budget and those vehicles still have it but ongoing ones don't or am I dreaming now? :?:
