O/S headlamp not working

Works on full beam but not dipped. New bulb, voltage at plug but when you turn the stalk to on SERVICE comes up on the dash and bing Check Dipped lights. Have tried two new bulbs.
To get rid of the error I flick the main beam on and it goes away but as soon as you turn the lights on SERVICE and bing comes back. Have reset the BSI still not working
