Peugeot 407 2.0 HDI, P2563 and P2565, loosing boost on low rpm?

Hi,

I recently owned car with boost problem.
When i drive few minutes on some rpm's, like 2000rpm, i totally loose boost from turbo.
On higher rpm's i think that it can't happen.

After i restart car everything is normal, and again when i drive normally i loose boost in minute, if i drive with pedal to metal i have boost all time, with some little "holes" in boost.

I have black smoke behind.
When i check diagnostic, it said:

on car start:
P2565 OBD-II Trouble Code: Turbocharger Boost Control Position Sensor Circuit High
when i loose boost
P2563 OBD-II Trouble Code: Turbocharger Boost Control Position Sensor Circuit Range/Performance

- I changed vacuum lines,
- i checked solenoid turbo valve, it looks fine inside,
- Wastegate moves properly, and it looks that it keeps vacuum, ( here is my video )
- i checked wires to TBCPS, it looks fine also

when i connect vacuum from pump directly from vacuum pump to turbo wastegate, i have boost all time, but also with some little holes in boost.

What i can check next, what you think that it can be? EGR was blocked, i unblock it, but same problem, i cleared MAF, MAP, same. All connectors are sprayed with WD40.
