cooling fans

hi,
i have a 1999 xantia hdi and would like to know if the cooling fans should be on all the time?

no they shouldnt but they will be on all the time if your air con is switched on.

this is my first car with air con is it on when the light is on in the button?

Meexi, yes it is. The aircon will also be on (periodically?) when the airflow is directed to the windscreen for demisting.
