C3 Picasso Front Passenger seat - won't/should it fold flat?

Hi,
I've got a C3 Picasso. It's a 2009 exclusive model, and as far as I'm aware, it should be fitted with a fold flat front passenger seat.

The front passenger seat has the correct handle/lever, top left, which is connected to a cable which seems to run to the bottom right seat hinge. The cable pulls, but the part that it pulls won't move. I'm not sure if the blockage is at the top handle, or bottom hinge, but I'm expecting bottom hinge.

As all the parts seam to be there, I would think that the seat should fold flat. If I'm mistaken, or if theres a part, mechanism etc that I need I hope that someone is able to assist.

It seems silly, but I'd love for that seat to fold flat so I can dream of putting a surfboard in the car, but really whack a Pax wardrobe in without having to hire a van.

Be aware that some of the front passenger seats do not have fold flat option. The owner's manual will cover all the models, but it may not be applicable to your specific model. An example is that on the C3 Aircross, the fold flat passenger seat was part of the 'family option pack', so unless it is included, it may only recline partly.

I've just checked with Citroen and the C3 Picasso was available with 2 options as suspected:- one with folding passenger seat and one without, so the manual has omitted to mention the 'optional' bit!
