Anyone know what this is in the passenger foot well of my C4?

Looks like a broken push switch,

Its the brake switch. You will find your brake lights are either stuck on or not working at all.

I thought Brake switch but he says its in Passenger footwell

The C4 must be like the Mk1 C5 (and possibly others). It was too difficult to engineer RHD vehicles with the master cylinder over the driver's feet so they left it in the same position as LHD cars and put a strong bar across from left to right. It's similar in idea to the He-Man dual controls fitted to driving instruction cars.

Most Right Hand Drive PSA models have the brake switch on the passenger side.
