2016 Peugeot Partner Key Re-programming

Hello
Turning the key in the lock resulted in opening the internals for all to see - checked battery 2.84 volts so should be ok - carefully put it all together - tried five of Googled procedures to initiate the remote locking with the Two Button Key, no joy, but I can open/lock the doors and start the car with key insertion.
So no Remote Locking - Please anyone have suggestions how to re-program the Key...joe

Edit... I do have the other fully working ''Key'' that came with the car if this helps...joe
