2004 206 1.4 8v can't pass 2500rpm

Hello, I have a 2004 206 Peugeot 1.4 8V with Sagem 2000 ECU.

The car won't pass 2500rpm.

This fault code is stored and permanent:

P0122/P0123

What I have tried:

Relearn values

Replace tps sensor.

Measuring the tps wire:

Red 2.5V (engine on) 0V (engine off)
blue 7V (on and off)
brown 12V (off) 13.8V (on)

Replace ignition coil pack and spark plugs.

Is my ECU fried or?
