We're plugged in if a MIL is evident on the car with the ignition on. Has been like that since May last year.

I think it's all intended to get the serfs out of their cars, out of the cities and back in the fields where they belong. :-D

My local tester told me today that DVSA want to be able to monitor all MoT's by TV. Should ensure an exodus of testers to the fields too!
