Short term electrical problem

I've got a 1.9 Multispace, and recently the heater, wipers, fan, indicators, rear demist and washers don't work at all for the first 5-10 minutes of driving then come on all together! The fuse for the screen washer blew last week and replacing this seemed to cure the above.
Is this related due to multiplex wiring? ie if one thing blows can it take out anything else?
I initially thought it may be damp (ie warming up cured it) so ive WD40'd everything wirey.
Any ideas before I have to shell out at Mr Citroens.

From HonestJohn's car by car breakdown:
"Trying to use the washers when the pipes are frozen blows a 5 amp fuse for about half the Multiplex wiring, so make sure there are spare 5 amp fuses in the fusebox lid; if not, buy some. "
Guess that's it then....

Thanks Richard,
I've replaced the fuse again and after 3 starts power has returned to the heater etc.
Still don't understand how the heater etc can come back to life even with a blown fuse?
Does the multiplex controller redirect the power around the blown fuse???
