What does this part do?

I have just been examining the 'plumbing' on my diesel engine and have found this cylindrial black thing in the fuel system.
It hasfour 'spigots' to whic are attached fuel pipes...one pipe goes to the fuel filter, one to the injectors, one to the injection pump inlet and one to the fuel return pipe.
What is it? Does it contain any moving parts? Are the connections critical?

Its an automatic bleed valve.
