Start up smoke

Whilst I am here !
My 1.9TD starts rough and then emits dense smoke for a few seconds.This smells like unburnt fuel.Occasionally it does not do this when the weather is warm.Glowplugs replaced and circuit checked Engine has low emissions when warm and achieves 54 miles per gallon plus so doenst seem to the pump.Could it be relay ? I am also after a single fron headrest and a rear seatbelt for the rh side

has it got a feul heater, if so have you checked it out
