I just picked up an almost new towbar for my 2002 C3 an absolute steal at £40 and now need to fit it.
Can it be fitted without removing the bumper? If not I saw a video on fitting a towbar to a c3 where the bumper was removed however no info shown on how the bumper was taken off.
So any help welcomed.

Does the towbar have a maker's name badge on it? Fitting instructions are frequently available on he web.
Speaking generally some towbars require a cutout (which sometimes be in a hidden position and not normally visible)on the rear bumper and some don't. It depends on the make.

The towbar says Tow Trust part numer T641A
The guy said he had it put on however when he took it off he just unbolted it and dropped it so I am assuming if I get it on some ramps I can just bolt on without removing the bumper???

Bill, I've emailed you the procedures. I've included the stripping guide as this covers all 3 variations of the rear bumper for completeness and reference, plus the bumper-only remove and repair, which should be all you need.
Here are the instructions for the C3 2002 for the TC641A and according to this you don't need to remove the bumper, just the side anchors to access the mounting areas:
