General - VIN number / registration from engine serial number

I have recently purchased an engine with advertised mileage of 100k. Unit however looks like it has done more.
Is it therefore possible to link engine number with car's VIN and it's registration plate and if so where is the best place to find it?
This would help to check MOT history and confirm mileage.
