citroen synergie 2.0 hdi 2001 sx top speeds in gears

recently took the synergie up hills and wondering what the top speeds are in the various gears, up hills that were really steep had to drop down to 3rd gear, otherwise it was labouring.
what are the max speeds to change gears.
