Basically what VW were doing, in Plaistow, London(and probably elsewhere)....Beetles, minus hubcaps n a few other bits......in the 50's-60's

That badge means literally God of Wind - Snow Iron Dragon (Citroen pronounces like snow iron dragon in Chinese)
