Looks a bit like the tool farmers use to punch a hole in the lambs ears to tag them.

yeh I thought it looked like either a leather punch, or a tool for riveting pop studs onto clothing etc :/ not sure its automotive at all ?

It looks a bit like the tool for crimping the lead tamper seals onto diesel injection pumps after adjusting them. Think there is a bit missing from the bottom part, i think its meant to be the same at both sides.

The four digit number with a -T suffix does look like a Citroen tool though.

don't think its a pump seal plier the ones we used at Perkins had a much shorter travel.......and were chunkier
