I have a 2009 1.1 Citroen c3 and when I start it on a morning the revs up from 1000 up to abut 2500 - 3000 rpm
also the heater only blows warm air on any speed setting but the radiator and heater matrix pipes do get hot,
I have HAD A SNAP ON MODIS scanner on it and it says the engine coolant temp is -40 degrees and so is the oil temp,
so I have replaced the coolant temp sensor and it still reads the same
any help would be apprechiated

it might pay to get it hooked up to a LEXIA ( equal to the dealer type analyser )
there are members on here with them who are happy to plug them into members cars for the likes of
and choccy biccy;s, check the Lexia location map for one local'ish to you in the link below
