Engine bay passenger side directly under windscreen scuttle not sure what this spongy sort of papery thing is arrow marked 1 is the drain hole to the top of it is the vent for the heating (I think) and arrows 2 is the unidentified item.
I was removing all the crap mostly leaves using a coat hanger to coax them into the drain hole and push them through I sort of ripped the papery thing, so I'm worried some things going to fail is this replaceable.
Also when tyres were being changed I noticed arrows marked 1, is this ok and what did it do before it was cut, can I or should I re-join the 2 wires?

The first is maybe sound deadening and the second is the wiring to the brake pad wear sensors.
I'd look more closely at the sound deadening as you don't want it becoming saturated with water. Best to remove it or repair it...

If it's sound deadening it's only in that small area boxed in and on the other side is just metal no sign of opening. Seems a weird place to put a small piece of it, will have to get the hair drier to it.

I wonder if the wiring just failed through age (and, possibly, having the guide grommet moved too far, causing excessive loading on the wiring). There would be wiring on both sides, and the way it works is that there is a metal contact within each pad. When the pad wears down enough that contact touched the brake disk, closing a simple circuit to earth, and the relevant system would then 'know' the pad has hit its' limit, and needs to be replaced. It might be possible to replace that damaged wiring, and (if possible) bringing that system back into life.

Yes they dont get cut.. they break up.. the wear sensor wire is less flexible then abs sensor cable..
so it breaks..

Buy a new set of pads ... they'll be in there. Oh well, get out the soldering iron, 6 inches dual core cable per side, and the heat sleeving. With care you can get it working again. The wires that come with the pads are to link into the loom. If you look lower down in the second photo, you can see the pad wires just above and behind the hand brake cable (two pale wires).

That broken wire there will need soldering up, as James says, if you are handy with an iorn that is, shouldnt be that hard to solder up..
