Re: 206 - fan not cutting in?
Some more information about driving conditions might help. My fan hasn't come on for ages, but then I'm never stuck in traffic.

Re: 206 - fan not cutting in?
pressing the aircon buttons doesn't start the fan spiunning (which it does on my synergie) - maybe a switch or relay?

Check the fan to make sure it turns freely and is not seized. A seized fan isn't unusual on a 206.

Re: 206 - fan not cutting in?
Had a similar problem on my old 206 HDi, except the air con did spin up the fans. Took the front panels off to find the fan relays themselves were fine, but some of the wires were completely corroded to the point where they had become tubes of copper oxide. Fixed up the wiring to the relays and it clicked on fine, so that might be something to consider.
