The fan problem could be the transistors on the control module. A quick search suggests this part (on the multispace at least) is the same as found in the Xantia and Xsara which are notorious for having this fault.

Horn is likely to be either the internals on the steering wheel - silly wire device that makes contact with 4 contacts in the wheel when you push it. They'll either be worn or dirty. OR, it could be the steering column earth itself. Try earthing the column with a jump lead to see if it works. OR it could be the stupid earth "clip" under the airbag. You'll see if if you pop the bag off. It's just a stupid bent clip in a hole that looks like something BL might have made in the 70s.

If it's neither of those, get the Lexia on it and see if you can make the horn work with that. It *could* be the comms 2000 has issues. Cheap they are not, but there's a chap up in Bradford who will repair them for £40 if you take it off and send it to him. It's usually the ribbon cables that are knackered rather than the unit itself.

http://www.berlingoforum.co.uk" onclick="window.open(this.href);return false; has an enormous wealth of information and misinformation about horns not working.. what is true is that the earth for the horn and comms2000 is... you guessed it.... up behind the rear view mirror.

That'll be the usual resistors on the control module that have gone for the fan.
