Can anyone tell me if £59 is a fair price for fitting this item ?

I'd say it's a bit much as it takes no more than 10 minutes if you know what you're doing and 15 if you don't.

It's only held in by 3 screws under the carpet below the glove box. One screw is at the back of it so a stubby screwdriver works best, but it's a doddle to do.
