307cc blow off sound

Hi
I have a 307cc 2.0. When it's ticking over and the throttle is blipped there's a sound like a blow off valve on the end of the throttle body, is this normal?

Anyone know what the 'valve' is on the lower RH side of the throttle. It spins when the throttle is blipped and seems to let of air?

2.0 diesel or petrol?
