It's virtually impossible to stop discs rusting. Mine always have visible rust on them after about 12 hours when it's damp. Using the brakes to de-rust the discs is the best way IMO. It's not caused me a problem
Other than that, when I've laid cars up I've simply made sure all the fluids are topped up, the calipers free and greased, pumped the tyres 5psi harder than recommend and left the handbrake off. I don't bother with a tarp, I don't think they do the paint much good and they trap dampness under them. A proper, breathable car cover with a soft lining or nothing is my preferred option.

if your putting a Tarp over it then pop to your local wholesalers and get a painters dust sheet for about a tenner and put that on the car, Then the tarp, otherwise the tarp will scratch the daylights out of the paintwork!
