Just a mention of a little trick discovered by accident recently
Cleaning the brake nipples on a 106 (Bendix Discs & Drums) with a rotary drill mounted wire brush seemed to free them up.
Prior to doing so I know that at least one, if not two; were stubborn after the usual wire brushing, penetrating oil, etc; and getting them open without shaaring them was a concern of course...
...but having done so, hey presto!
Give it a try!

Good tip.
I used to gently tap them which sometimes helped to break the rust bond too.
