Clio airbag light

Hi
I am helping a friend prepare his car for the mot, His clio has the airbag light on, When the car starts it comes on then goes off then comes back on and stays on.
I thought plugs at the bottom of the seat but when i looked someone has been there first and cut them out and joined the wires together.
I dont have access to a fault code reader so dont know where to go with this fault ????????
The clio is a 1996/7, 1.1 engine.
I am thinking of being sneaky and taking the bulb out for the mot and see if i can get away with it, as my wife has the same clio but newer and that does nt have air bag but i would rather fix the problem as it fitted for a reason !
Anyone know what reader it would need ?
