406 Headlight washers

How do these things work ?
I'm sure while driving with the headlights on I have seen the tell tale spray of water bouncing off the headlights but cannot see how they operate.
I did notice today that you can raise the units in the bumper by hand but how do they actually work ? What makes them rise ?

OK, perhaps I need to get out more ! It seems that the reservoir was low ! Not low enough to stop water to the windshield but low enough to stop the headlight washers popping out of the bumper when the lights are on. Oooppsss.....
