zx fuel filter hose

zx fuel filter hose
I have a citroen zx 1.9td M reg, 105k on the clock. I have two problems. Firstly, today I noticed that a very small hose about 2 feet long that leads from the fuel filter was dangling -- is this the water drain tube? should it be unconnected at one end? Should it be clipped to something? Secondly, my horn is not working. Couple of days ago I pressed it repeatedly and it worked fine then but hasn't worked since. The fuse is ok. I know it's difficult to access the horn unit but is there anything else i can check easily?[?] Could it be the switch? Is this likely to be a wiring problem or did I blow the unit itself?
