Likely cause is the sensor in the top of the transmission. You can see it from above (on most models) , may have to remove airbox for a better view. Its fitted to about the "top" of the diff housing.

Less likely a wiring or BSi (if multiplexed) fault or the drive pinion has moved (very annoying thankfully not common)

There is also a "box" under the glove box on some models.

Ah that's a good point I'd completely forgotten about that one. At least its plug and play and does not need coding.

I'm not sure if the OP's car is plexed or not but I sort of (think?) the plexed ones do not have this box here as its function is done inside the 'box-o-tricks' aka the BSi

It's A 2000 406. Also The Mile-omter And Trip Meter Are Reading All Zeros. And When You Open The Door The Dash Lights Up. Can You Use A Second-hand BSI In It And Re-program It?

It is plexed ? , its on the changeover year so I cannot be sure.

Was the old instrument panel showing 000000 as well ?

You cannot (easily!) reprogram the miles from the BSi it would need a panel and a BSi from the same car (possibly ECU as well) then you run into the realms of having to have the keys and transponder etc
