Peugeot 307 convertable roof

My friend is looking at a 307 which is spares repair with a non working engine, My friend is trying to work out if its just got an engine problem or more, He wanted to test the roof but the roof does nt do anything, Does the roof not open unless the engine is running ? by the way its a metal convertable roof.
Also the windows dont work either.

I *think* the roof will only work with the engine running.

I'd expect the windows to function though regardless, the front ones at least. The rears come down when you operate the roof if I remember correctly.
