intake control valve solenoid fault,p0026

2.2 hdi,At front of engine,there is 2 air intakes,left and right, left one is fully open at idle speed,right one is closed,
is that correct
do the solenoids vary the vaccum ?

where could i get this sort of technical info?
C5 2.2 hdi 2003, called it oliver reed, drinks like him :(
