problem RPM

When I turn on the car the rpm is low.and after a few seconds it rises.What kind of problem is this?I have peugeot 206 1.9 diesel 1999.thank you

On a petrol engine, this can be a sign of too low fuel pressure. I'm not sure if this is also true for diesels.

206 will be DW8, if it has a fast idle cable check that is working, I cannot see it suddenly springing shut though but you never know.
