306td running rough

I have an N reg 306td, engine always starts first time but cuts out when changing down box. Restarts ok but running lumpy. Looked under bonnet and rubber hand primer is sucked in although it returns to normal when engine is switched off. Have replaced fuel filter, made no difference. Any suggestions?

This is odd! It would indicate that there's a blockage between the tank and the bulb. Has the bulb been replaced the wrong way round? There's an arrow on it showing the flow direction.
