Xantia heater blower surge of air

Is this normal or a sign of something in distress ?
The car has been doing it for the six+ months I have had it but noticed it more when the blower is turned up due to hot weather. A/c on or off makes no difference.

Not really worrying as it works ok, on low speed I occasionally noticed it. When on higher speed it is really noticable.
Happens randomly but usually more than 2+ minutes apart, then can be ok for a while. Just a 2 second 'whoosh' of air to about 2x set speed that rises and then falls back to normal.

Perhaps a sensor losing control then getting a grip again ? if so where is it likely to be ?

Just thought I would check if anyone has had this as nobody seems to know of an actual cause.
No problem if no cause known, maybe I can find one, but is this surge of speed in the ventilation fan common ?
The unit was replcaced with a 2nd hand one before I bought the car.
