Disconnecting vacuum hose from FPR has no effect

I disconnected the vacuum hose that is hocked onto the Fuel Pressure Regulator and it seems that it doesn’t have any effect . When I blocked the end of the hose with my finger I can definitely say that vacuum is there. What should be the effect of disconnecting the vacuum hose from the FPR

Are you measuring fuel pressure with a pressure gauge?

First test for the FPR is flow, but remove and plug the hose off your intake manifold. From memory, 60 seconds with the key on but motor off, should yield over 2½ litres in a can.

Testing fuel pressure with the motor running, you will not see full pressure (3.0 Bar) unless the vacuum line is disconnected and plugged.

I don’t have a pressure gauge. Disconnecting the vacuum should have a noticeable effect at idle ?
