partner 1.9d dw8 water leaking from head

Hi, noticed my 1.9D partner ( dw8 engine ) is losing water. Its coming out of an unused bolt hole on the top front face of the head. Now have I forgotten a bolt during reassembly or is this a tiny blanked of machining channel that has a tiny core plug or similar or has the head cracked because it froze ( no antifreeze ).

the lug with the bolt is btween the middle two injectors right behind the EGR..
