Dismantling Rotodiesel fuel filter primer

I'm trying to dismantle the primer plunger to replace the top seal. I can see a plastic ring just below the rim of the housing the plunger goes into, which butts up to the housing and has several slots around it. Anyone know how I can get the plunger past this, or else remove it so the plunger will come out?
