xantia issue - stuck on high with no power steering

why would an xantia be stuck on high no matter what?
also the power steering does not work.

as well as the engine constantly cutting out and the speedometer not working.

I have not really looked at the car yet, but thought i'd arm myself with some info before i do

Could be that the HP pump belt broke after putting it to High and now the anti sink valves closed leaving it there. My money is on the pump (or the pump running out of LHM)

Have you tried starting the engine and then setting it to middle height?
