I would imagine a 99 would be using the 1.6 8v engine. Its not bad, it pulls well from low down but it gets a bit breathless at high revs if you're a driver who likes to push your car on. Their not particularly thirsty.
As a package the Xsara is a good car. They handle well, seats are nice and driving position is good. I had a 1.4 and a 1.6 16v 110BHP and the latter was a good car to drive, had enough go but always returned over 40MPG regardless of how it was driven. Only criticism is some of the switchgear, eg. electric windows and heater rear window are in strange positions but you soon get used to it.

The VTR has identical suspension to a standard Xsara so is quite softly sprung.
If you want a car with OK performance it's OK, although the 1.8 is probably the better option - if you want something quick then get a 2.0 VTS. There's no real difference in value, and if insurance cost isn't an issue (clean record, over 25 etc) cost isn't as bad as you'd think. For my wife (27) and me (29) a VTS costs £450 a year fully comp and we live inside the M25 which adds to the premium considerably.
VTS has much stiffer suspension - some would say too stiff so worth checking it first to see if you like it. Also gets CD changer, climate control, ABS as standard - not sure you get all these on a VTR? Oh, and avoid sunroof cars unless they've got air-con too. Leather is rare, and worth paying a bit more for.
Our VTS is a '99 V bought last October with 1 lady owner and 19k miles for well under £6k from a dealer.
Fuel consumption is about 30mpg average - less in winter, but my wife drives 7 miles to work each day so the oil's barely warm when she arrives. VTR would be quite a bit better - but then it doesn't have 167BHP [:D]
Either way, we love ours and nothing this side of an S3 would persuade us to sell.
