How do you tighten the fan belt on a 96' Xantia 1.9 TD ?

You don't, it's tensioned automatically by a spring tensioner pulley.
If the belt is slipping despite the auto tensioner then it needs replacing.

A 96 Xantia may have a manual tensioner.

My 96 xanty has a manual tensioner about a 6mm allen key a long one would be good,O/S wheel turned full lock lay on your back look to the right of the bottom pully and you should be able to see it and adjust it without jacking the car up.
Mine was stiff and rusted so a squirt of plusgas maybe required.

If yours is manual adjustment, you will see that the adjuster faces downwards.
Before adjusting the tension, you need to slacken the 2 allen bolts which hold the tensioner pulley against the block. One bolt is obvious, but the second is within the centre of the pulley itself and will not be immediately obvious if the pulley has a plastic cover over the centre, which I assume is to prevent water ingress to the pulley's bearings

That's slacken as in just un-tighten enough to allow the pulley to move. The bolt in the pulley is pretty invisible unless you look for it.
