C3 clutch pedal not returning properly, inhibits accelerator

The clutch pedal on my daugters 03 reg 1.4 petrol C3 is sticking for a second or two near the top of its travel when released. The pedal is generally smooth in action. While it is temporarily stuck the accelerator can not be pressed which originally made me think of a broken pedal box but on inspection the accelerator is electronic and seperate from the other pedals and the box is intact (I guess the engine management can detect the clutch pedal position and is inhibiting the accelerator ?). I can't see any leakage from the cylinders. Obviously I don't wan't my daughter driving a problematic car but money is tight currently so does anyone have any ideas before I send it my local indie.
