Laguna 1.9dci 2001 Heater gets hot then goes cold?

Hi there i have a laguna 1.9dci been having problems for the past few days now, whats happening is when you start the car the heater gets warm after a few minutes, then drops cold. replaced the thermostat and checked for blockages in the heater matrix. everything is clear and the water is clear. Im thinking it could be that the water pump is on its way out. its seems that when driving the heater gets warm not hot just loop warm. when sat at a stand still it starts to go cold again, but not all the time some times its stays warm for quite a while.

i Dont think it is the head gasket as the header tank is not over preasurising and threre is no oil contamination, but could be wrong.

basicaly what im asking is, has anyone else had a simular problem or no what im missing?

sounds like a water pump to me, when your driving the pump spins faster pushing the water around the engine with greater force than when idling, it is also possible that it could be a blockage but i reckon its a worn pump.

does the temp gauge drop along with the heater temp
