Run a file round the sharp edges of the new pads and put some copper grease on the back of the pads.

What make brake pads did you use? there are some very nasty pattern ones about, my GS used to be very fussy about pads, bendix were OK Abex made them squeal, Cx was the other way round as I recall, some pads have a slot across the middle, presumably to help either heat or dust dissipation, sometimes this seems to be the cause some times the cure for squealing. Mate of mine had a new 2.0 litre petrol xantia and the dealer never managed to fix the squeal, changed discs, pads, callipers on a regular basis until the warranty was up at which point they disowned it, usual main agent stuff I suppose. It was so bad that unless he was pushed he always used his trusty '83 19rd BX with about 350K on the clock!!

As GR writes - some pattern pads are noisy fellows.
There is one thing that allways makes pads shut up :
Anti-sqeal padding on rear of pads. This is allready done so in production on most pattern pads - using a thick layer of paint.
Other pads simply needs a set of these anti-sqeal paddings - available at most brake specialists.
The padding simply lowers/dampen the resonance frequency of the normal pad to disc vibration.
