Xsara picasso odd fitting parcel shelf

Hi All

Can anyone explain why the parcel shelf on the picasso does not fit flush with the back of the rear seats?

The rear seats recline about two or three inches on our Exclusive and that gap is filled when they are fully reclined.

Upon closer inspection it looks like you could fit one of those boot blinds as well perhaps in the drop out on the plastic.
