Lighting Problem Fog Lights Xantia HDi

Having only one fog-light (Drivers side) working I naturally figured that the bulb on the passenger side had blown.
On removing it and checking it on the battery I found the bulb to be working perfectly.
On re-fitting - not working, despite getting 14.5 volts where the on the contacts meet the bulb.
However in fitting the bulb and earthing it direct to the battery it works. Can anybody offer any advice. Seems like an earth problem. But where does one check ?

The ground and positive are both fed by the same plug. Remove or pull back the nearside splash shield, forward end to observe the green connector.
