C5 tube loose
Regarding my C5 (2005 model) 1.6 HDI. There is a small diameter (about 5mm) plastic tube or pipe that runs from under air filter/ air mass sensor area and ends near the turbo ish, its loose and I dont know where it should go ! It is also melted and sealed 6 inches from its end so needs repairing. It must have some purpose! The car runs fine but I often think it lacks power sometimes. Any ideas ?

I've had a look on the Citroen Service info I have and your turbo looks like a typical Garrett unit with a diaphragm actuator. The picture I can see shows an electrical connection on the actuator with a small diameter stub pipe coming off it. The loose pipe you see may fit onto this stub pipe on the turbo actuator. It might be something like a pressure return pipe back to the air filter housing.
This is just a guess, so, see if you can check the turbo actuator and see this small stub pipe.

I'm not sure what pipe it is. Just guessing really.
Your theory that it could be the vacuum pipe sounds good. If that pipe isn't connected then I'm not sure what effect that would have on the boost pressure.
On my 2.2 Hdi, if the vacuum pipe to the turbo actuator fell off I'd get an over boost which would bring up the dreaded Anti Pollution warning.

Thanks Citronel, from the diagram you posted I think that my loose pipe is from the turbo. I had a new turbo fitted a few months ago and I think they replaced the vacuum pipe as its damaged but they just left the old pipe hanging around to confuse me. The replacement pipe is of a rubber type but seems to take the same route as the old plastic one. Thanks again to Citronel.
