406 turbo d 1998 lx non starter

i have a 1998 1.9 turbo d 406 its a xud engine with ecu im not getting any glow plugs or diesel through the pump is this ecu fault or im i needing to look else where i cant tell if its still imobilised is it easy to remove the imobiliser from a xud bpo2 diesel pump ?
